How research moves from discovery to publication

Finding an official source is not the same as publishing a research finding.

1. Identify a high-value research question or gap.
2. Retrieve institution-controlled primary evidence.
3. Record candidate evidence with market, route, cycle and scope boundaries.
4. Register the source and issue an atomic publication ruling.
5. Promote canonical evidence.
6. Regenerate dependent Atlas, answer, dossier and comparison surfaces.
7. Run exact-head research and public-claim gates.
8. Deploy and verify production before calling the change live.

This separation is deliberate: it prevents research discovery from being mistaken for canonical truth.
