Rules for a change

  • A change must be evidenced by a retrievable official primary source or explicitly marked unresolved.
  • Existing snapshot observations remain versioned history; new evidence does not silently rewrite the past.
  • Failure to re-find a published feature does not by itself establish that the institution stopped using it.
  • The tracker records published process changes; it does not infer why an institution changed its process unless the source states the reason.
  • Only approved changes may be promoted into public findings, reports or comparison pages.
